Development Plans are documents which provide guidance for the development and use of land. They address a range of topics including housing, transport, environment, shopping and employment. The Development Plan is currently comprised of two documents - a Structure Plan and a Local Plan.
Under new legislation, Strategic Development Plans will replace Structure Plans and each planning authority is required to produce a Local Development Plan which will replace Local Plans. The new legislation created a Strategic Development Planning Authority, TAYplan, for Dundee City, Perth & Kinross, Angus and North Fife. The key role of TAYplan is to prepare and maintain an up to date Strategic Development Plan for the area.
Contributing to the development of the emerging TAYplan SDP and the 7 LDPs covering Angus, Dundee City, Perth & Kinross, Stirling, North Fife, the Cairngorms National Park and the Loch Lomond and the Trossachs National Park, brings a new strategic focus to Land Use and Transportation planning and is becoming a growing and significant area of engagement and activity for Tactran, as legislation also confers "key agency" status on Tactran for both Strategic and Local Development Plans.
Strategic Development Plan
TAYplan published its Main Issues Report (MIR), Environmental Report (ER) and associated documents for consultation between March and July 2010. Following this, on 1st June 2011, the Proposed Strategic Development Plan, Proposed Action Plan and the Equalities and Human Rights Impact Assessments were published for representations to be made over an 8 week period between 6th June and 1st August 2011.
The Proposed Plan is focused on delivering sustainable economic growth for the area through shaping better quality places and responding to climate change. The 8 policies and proposals contained within the Plan set out the spatial strategy over the next 20 years of where development should and should not go and how new development should be achieved. Reflecting the strategic relationships between regional land use and transport planning, the TAYplan Strategic Development Plan Manager, Pam Ewen, has been appointed as an Advisor to the Partnership Board.
Local Development Plans
The LDPs within the Tactran area are at various stages of development and Tactran is engaged with each ensuring that the aims of the Tactran RTS is properly reflected. Tactran responses are reported to the appropriate Partnership Board meeting. The LDP websites are listed below:
